политметод "пучковых групп"Современная методика лоббирования [ lobbying], связанная с выделением групп избирателей, имеющих общий набор - "пучок" - интересов. На основе тщательного социально-демографического анализа, проводимого по микрорайонам [ community] и даже по кварталам [neighborhood], выделяются группы жителей с общими интересами (примерно 250 тыс. групп для всей территории США, в каждой из них в среднем 340 семей [household]). Они классифицируются по "набору ("пучку") интересов" [cluster group] и в случае необходимости оказать влияние на члена конгресса при прохождении очередного законопроекта используются для организации массовых кампаний посылки писем "от рядовых избирателей" [lobby-by-mail] или телефонных звонков конгрессменам. Конгрессмены и сенаторы иногда получают эти инспирированные письма от избирателей [ synthetic mail] в таком количестве, что ссылаются не на число полученных писем, а на вес почты за или против законопроекта. Разработкой такой методики и организацией кампаний давления занимаются профессиональные лоббистские фирмы. Существуют фирмы, продающие желающим списки членов конгресса с разбивкой по их участию в комиссиях и комитетах конгресса и с указанием округов, от которых они были избраны, сопровождаемые списками "пучковых групп" в соответствующих избирательных округах.
